Allow crew rarity skins to go back down in tiers#1295

Just a minor point, but when upgrading crew rarity there is no way to set the skin to a lower rarity variant. I know the system is still in beta so maybe this is currently being planned, but it would be nice to be able to change it in case you don’t like an upgrade or to see what the difference was.
